Carroll County Release Meanings
A release from the Carroll County Jail means the Sheriff's physical custody episode ended. It does not always mean the person walked back into the community. Bond, a court order, dismissal, time served, completion of a county sentence, or probation can lead to community release. A movement to the Missouri Department of Corrections, another county, the United States Marshals Service, or ICE also ends local custody, but the person remains held elsewhere. The Sheriff's release or movement entry is the key record because it can identify the event and the receiving authority.
State-prison terms use different words. Parole and conditional release allow a person to leave a MODOC institution while legal supervision continues. Probation comes from a court order and may avoid or follow confinement. Discharge is stronger evidence that the relevant sentence or supervision obligation ended. A BOP release means only that federal Bureau of Prisons custody ended. Each status must be read within the system that issued it.

Verify Carroll County Bond Releases
A bond release ends the Sheriff's physical hold under the stated conditions, but the criminal case remains open unless the court later disposes of it. Carroll County publishes no online bond schedule or pretrial-services explanation. That makes the actual Sheriff release event and the Case.net bond or release-order entry more useful than a generic chart. Confirm both before treating the person's absence as a completed release.
The county also publishes several routing contacts without defining their caseloads. Karolean Harris and Jana Menning are listed under probation and parole, while Jeri Epperson is listed for Carroll County Supervision Services. Those contacts may help route a question after release, but the county page does not say which person manages a given bond condition or supervision type. Ask which office owns the named case instead of assigning a role from the contact list.
A later warrant, bond change, or revocation can alter the person's status. Read the court docket chronologically and use the Sheriff's record for the date and type of the physical release.
Carroll County Release Record Fields
Carroll County does not publish an online release form or field list. A focused request can still describe the data needed to identify the right jail episode and tell release from transfer. RSMo § 610.023 requires a response as soon as possible and no later than the end of the third business day after receipt. That is a response deadline, not always the production date. If production takes longer, the custodian must explain the delay and state the earliest availability. Carroll County publishes no special jail-record fee. Under RSMo § 610.026, standard paper copies may cost up to ten cents per page, with permitted duplication and research charges based on the lowest-paid qualified staff.
Carroll County Release Orders
Carroll County publishes local criminal docket timing that can help explain when a bond, dismissal, sentence, or release order appears. The Circuit Court page lists criminal law day on the second Tuesday of each month. Division II criminal law days are the first and third Wednesdays. These are court-calendar dates, not promised jail-release times.
Read the signed order or docket entry in Missouri Case.net, then call the Sheriff to confirm the physical event. Staff must receive and verify an order before completing processing. A judge may also act outside the listed sessions. The Carroll County Circuit Clerk can help with a public docket document that is not remotely available, but a court order alone does not provide the moment the jail opened the door.

Carroll County Expunged Records
Missouri's general expungement law changes public access when a court grants an eligible petition. Under RSMo § 610.140, the ordinary waiting period is three years after completion of an eligible felony disposition and one year for an eligible misdemeanor, municipal violation, or infraction. An eligible arrest that did not lead to a charge has a separate route no earlier than eighteen months after arrest. Other criteria and many exclusions apply.
An expungement order directs named entities to close records as the law provides. It does not justify searching for a workaround. If an old public result is no longer available, the safe conclusion is that access may be restricted. The person affected or another authorized party should address questions to the court. Juvenile records and other confidential material may follow separate rules.

Start with the last confirmed custodian. Carroll County has no official online roster, 24-hour release list, or 72-hour release list. A named-person check therefore begins by calling the Sheriff and reading the local court case. If the jail says the person moved to MODOC, the search must continue in the state system. Federal and immigration movements have separate tools.
- Collect the exact name, spelling variants, approximate age, booking date, and any known booking, case, DOC, federal register, or A-number.
- Ask the Sheriff whether local custody ended by community release or transfer, and request the event record if phone confirmation is limited.
- Search Case.net for the Carroll County bond, dismissal, judgment, sentence, probation, warrant, or commitment entry.
- Use the Missouri DOC Offender Search when state imprisonment or state supervision is possible.
- Check VINELink for the specific record and available alerts, then confirm any event with the reporting agency.
- Use BOP, USMS, or ICE only when the case or movement record points to that system.
A no-match proves very little. An alias, spelling, data lag, sealed record, pretrial federal custody, lack of DOC involvement, or transfer can all produce an empty search. Retry with a reliable identifier and contact the agency rather than declaring a release from absence alone.
Carroll County DOC Release Search
The Missouri DOC Offender Search covers people incarcerated or supervised by MODOC and historical people within its public database. It is not a Carroll County Jail archive. Someone who bonded out locally without a DOC case may never appear. A DOC number is the best identifier because the department treats it as a lifelong unique master number.

Open the matching record and compare identifiers, offense county, assigned location, sentence data, and available release information. An institutional assignment means the person remains in state custody even if a future date appears. A field assignment can indicate parole, probation, or conditional release. A completed sentence or discharge addresses the end of DOC control. Since the department warns that online data may lag, exact timing may require Constituent Services or a Sunshine request.

Carroll County Release List Limits
The official Carroll County web presence is contact-oriented. It publishes no current jail roster, recent-release control, stated update interval, release-list retention window, online booking-photo gallery, or jail mobile app. The Sheriff's official Facebook page may contain selected announcements, but it is not a complete booking or release log.
For a same-day check, ask for a release or movement entry covering the exact date and time range. For a three-day check, state the first and last timestamp and request the booked name, booking number, release date and time, disposition or movement code, and public receiving agency. A wider window can catch activity around weekends and holidays, but Carroll County has not published a cadence. Verify Carroll County Missouri Records
Searches for “Carroll County inmate” produce official-looking pages from Ohio, Arkansas, Maryland, and other states. A live roster from one of those counties has no bearing on a Missouri custody event. Always confirm the state and domain before accepting a result. Carroll County's official local domain is carrollcountymo.gov; state corrections and statutes use unmistakable Missouri government domains.
This check prevents a serious error. A matching name on another state's official site could lead someone to report that a Missouri resident is detained or released when the record belongs to a different person and jurisdiction. Compare the agency, location, age, booking or DOC identifier, and case details. If those facts do not align, stop and return to the Missouri Sheriff, court, or MODOC source.
Carroll County Release Supervision
Release and discharge are different. A person may leave prison on parole or conditional release and remain under the Division of Probation and Parole until the term expires or MODOC records a discharge. It separately lists Carroll County Supervision Services contact Jeri Epperson at 660-322-2058. The county does not define their caseloads, so do not assign a person or supervision type to one contact without asking. Use the MODOC record to identify an institution or field assignment, then confirm the proper office.
An absconder has failed to remain in contact or comply in a way that prompts agency action. That status is not proof that supervision ended. A warrant may also follow a prior community release. Check the DOC record, Case.net, and supervising office rather than relying on the absence of a county list.
Carroll County Release Notifications

A release or custody-change alert reports an event supplied by an agency. It can lag, and a transfer can trigger a change without community release.
Missouri DOC also uses MOVANS for its victim-notification program. The agency says MOVANS may provide parole-hearing dates, custody location, and scheduled-release information. Telephone notifications continue until the registrant enters the chosen PIN. DOC victim-services enrollment and public VINELink self-registration should not be treated as the same process. Carroll County Federal Releases
Federal criminal and immigration custody sit outside the county and MODOC systems. The BOP Inmate Locator searches federal prisoners from 1982 forward by name or federal number and can display a release date plus “Released” or “Not in BOP Custody.” Those labels mean BOP custody ended. They do not rule out another correctional system or federal supervised release.
A federal pretrial detainee may be managed by the United States Marshals Service and housed in a contract jail before appearing in BOP. Use the federal case docket and USMS route for that stage. ICE has a separate Online Detainee Locator System with A-number and biographical searches. An absent ICE result can reflect timing, spelling, transfer, release, or coverage limits. Carroll County sources do not establish a local ICE detention contract, so federal tools belong only in a case with evidence of such movement.

Carroll County Release Facility
The Facility Map supports one local page: Carroll County Jail, operated by the Carroll County Sheriff's Office. No state prison, BOP institution, ICE detention center, or separately documented municipal jail was identified within the county. Those statewide and federal systems remain valid fallback channels when a movement record points outside the county, but they are not invented local facilities.
The county publishes 8 S. Main Street, Carrollton, Missouri 64633 as its government and Sheriff contact location. It does not label that address as a jail entrance, release door, or property-pickup site. Call 660-542-2200 before visiting and ask for the correct public route. Request the release time, disposition or movement code, and receiving authority when available.
